Between the wheel and brake drum of my '50 C6 there is a sheet metal hoop about a foot in diameter and 1.75 in. wide. kind of looks like the rim of a trash can.
What is it and is it necessary?

This sounds like the splash shield that fits on the inboard edge of the outside diameter of the brake drum and helps keep water and dirt from getting in the brake drum. I believe your brake drum (the cast iron part) rotates just inside of the lip on the outer diameter of the backing plate. This tin shield is pressed onto the outer surface of the drum, and rotates (with the drum) around the outside of the lip on the backing plate. If you can get a photo of it, I can verify.

That's what it is... You won't have any issues running without it.
