very tight 308 after rebuild

Looking for some info on what to do with this 308 twin H that was rebuilt. Don't know the history, it passed through a couple hands and the owner has passed away.  It is stiff turning with pull bar and starter won't turn it. Plugs are out. Put 12 volts direct to starter and it spins slowly. Wondering if I should continue trying to get it running or start pulling it apart to check.  Only gave cursory inspection inside pan prior to putting it in. I've put a teaspoon of marvel oil in each cylinder.   THANKS

The only way you will know is to take it apart and check all clearances.
I restored a 55 Studebaker Champion that had a new rebuilt motor by a very well known Stude 6cyl guru.
Bottom line, I had to take the motor apart and found all sorts of incorrect stuff. Wound up having to have 
it line board as the crank would jam up when the mains were torqued down.
After that experience, I always run a new motor on a run stand before installing in vehicle.
