Are there any relatively modern wheels that could be used temporarily to roll a project 36T around, while the original wheels are being restored?

I've seen shops cut temporary wheels out of one inch thick plywood. A couple of sheets will get you four wheels of any diameter you need.

I think a Ford wheel from the 50's cars will fit, for moving around the yard at least. We used to use those to move the Hudsons around the yard when I was a teenager. I think that the bolt circle diameter is used an several cars, just make yourself a cardboard pattern and go to the junk yard and match them up. I bought some new wheels from Coker Tire, with the correct bolt circle diameter, can't remember what it was.

I've used Ford pattern (5 x 4.5") pattern spare donut tires on moving these around the yard. Just remember, what ever you get you will probably have to drill out the locating stud hole so it will fit the Hudson hub.

Chrysler product wheels from the 50’s fit and already have the locating pin hole.

Just use them for moving it around.
The drum rivet heads stick out enough to keep other wheels from setting against the actual drum itself.
Learned that one myself....

Thanks everyone....I checked a couple of local wrecking yards but got tired of sifting thru piles. When I got home, I remembered an old dual axle camper trailer frame (c. 1970) I had out back in the weeds that I used to move things around now and then. I measured the 15" wheels and lo and behold they were a match for the Tplane. They look like car wheels, maybe Chrysler - they have the left hand/right hand thread configuration.
