could someone here tell me something about pro 15 is this some type of paint and is this better then powder coating I am having my frame sand blasted and would like to know the best thing to put on it thanks

I think you mean POR 15 by Eastwood Company. It is a (Paint Over Rust) system, that encapsulates rust so you don't have to remove the rust. If you are sand blasting you would not need POR 15, but a good bare metal primer, and some type of frame paint, or powder coating.
