You do understand that 39 parts are about as scarce as hens teeth, right? Your best bet is probably to send it to one of the places that restores instruments. It is not cheap, but the results will be good.

Hello Vic. Maybe try Lew Bird or Mark Huffman, both in TX. I remember Glen Kellogg, MI, had some instruments for a '39, but don't know if he still does?.
