Is this the proper firing order and is #1 in the right spot 
for the 37 212 engine

Yes, that is the correct clockwise 1-5-3-6-2-4 firing order, and I believe that is the correct original position for #1. However, the position of #1 could easily have changed. Any time the oil pump comes off and is re-installed, for instance, that position could have changed. Better off bringing cylinder #1 to top dead center on the ignition stroke, and see where the rotor points to determine the current correct position, if necessary.
Oil pump on a 37 212 will not affect the timing or firing order. Only the 48 & up 6 cyl are that way.
How do you tell when #1 is TDC as this is a flat head and you cant see the piston through the spark plug hole,

take the # 1 spark plug out and turn the engine over with your finger over the spark plug hole. Air will rush out as the piston comes up on the compression stroke. The look thru the hole in the block plate above the starter and align the marks on the flywheel to the point of the opening. The longest line is Top Dead Center, usually there is a marking 1-6 along with several short lines that are degrees of timing advance. It is best to start at TDC the adjust for driving conditions. A shop manual or Motors Manual will usually explain this with pictures.
