I have two different guage panels that fit 48-49, They are different, but same shape and dimensions. The one on the left is like all the 48-49 Commodores I have seen as well as some Supers. The one on the right not only has vertical scales, they locations of the fuel and temp are reversed. What was it's original application?

This was discussed on the Classic Car Forum, and I'd guess the consensus was that the one on the right was used on late '49 production Super Series cars. I seem to remember them also using one like this on late '49 Commodores too, but with the brown coloring to go with the Commodore interior design.
