On stepdown axles are one of the nuts reverse threaded?

As Walt said, No. Also make sure when you re-install the rear brake drums, you torque both of the nuts to the specs as described in the shop manual with a known good torque wrench ! If you don't, being loose can/will cause damage, so make sure you read the procedures manual.
Since we're on a roll, check the keys and axle/hub keyways to assure that they're a snug fit. Any "slop" will eventually hammer them out as it's unlikely that you can tighten the nut enough to prevent motion between the two members with friction alone......that's why the key is there.

How many out there have their torque wrenches recalibrated every year or so?
It's recommended for accuracy, I try to have mine done regularly.
While we're in the area, what's the purpose of the raised nubbin on the Stepdown's rear brake drum. Can you grind it down to clear a cast wheel?

If you are talking about the heat shield that is on the outer inner edge of the drum, just knock it off. It's pressed on. Walt.
I suspect you mean the locator pin ,about the size of a pencil and maybe inch long . It is for ease of mounting wheel and locating it in alignment of the lug bolt holes. Factory wheel has holes in between the lug bolt holes for this pin ,can be ground off if you really want or drill hole in your replacement wheel,

You can do that, but it's a real pain to hold the wheel up and simultaneously align the bolt hole without the aid of that pin on hubs with Lug [i]bolts[/i] as opposed to lug [i]nuts[/i] on wheel mounting studs. That's why it's there.
