Interior question '54 Wasp

I am replacing the original floor mat in my '54 Wasp with nice carpet. While the front mat was tattered, the rear mat was good condition and the part # is stamped on the back!
Anyway, after removing the front mat, I found a square of 1" thick "scour pad" like material below the stering column. What is the purpose of this, is it original? It is approx. 6"x8". Inquiring minds want to know......

Bruce,
There is probably a indentation in the floor pan where you found the "scour pad", I think it was used as a filler so that the carpet would lay flat. The same material can be found stuffed inside the frame in places also.
